Jim Carrey from the 1997 movie Liar Liar.
The scene is from the sequence where his character, lawyer Fletcher Reede, is unable to lie due to his son’s birthday wish. Because he cannot say anything untrue, he begins to try and talk in gibberish to prevent himself from speaking the truth. This results in him making bizarre, guttural, and stuttering sounds in an attempt to form a lie, which comes out as uncontrollable verbal nonsense.
